just compledted the Shores of Gold and sold the skull on Galleon's Grave, got the 10k for the skull but the NPC didn't do anything and I got no progress for the commendation.

You do not get the commendation for selling the skull. You simply have to acquire the skull (defeat the Gold Hoarder) and you will get credit for towards the commendation (you have to acquire five Gold Hoarder skulls in order to receive said commendation). The NPC also doesn’t do anything special or noteworthy when you sell the skull, you simply gain gold. If you did not get progress towards the commendation, try checking it again after a small amount of time has passed (sometimes it takes a minute to update), if that doesn’t work, I would recommend submitting a support ticket.
