I had only an one time thing related with controller vibration. After last update.
I was sailing alone, nobody was near me, no monsters, no island nearby no rocks, just in the middle of the high seas. Nothing around.
And my controller made a strange vibration, like something hit me.
Checked everything, nothing, no damage, and nothing around that could generate this.
It was an one time only thing, didn't happen again.
About you issue, you can check for drivers updates. And repost the issue to devs teams.

I have the same problem. I'm using a conroller on the PC (keep your comments) and since today it starts rumbling with no context. It stops, when I fire a cannon.
