Ok I need some help, I have done the opening quests, as well as a few higher level ones thanks to being in a crew. The problem is even after all those and solving a message in a bottle quest, I'm still not level 5 in any of the three groups, so I'm blocked from acquiring anymore quests. Ive tried 3 areas and its been the same. Where are quests for players under level 5?
