The title is almost self explanatory. Basically the idea is that once you reach a certain level in a faction, you can matchmake onto ships that have that emmisary up. The reason for needing a certain level is that it strains out people who just started or don't know how that faction works. In crew settings, there could be a way to vote to change whether you only allow people who are matchmaking to that specific emmisary, or if it just gives them priority.
Perhaps you could have an option to start a match with the emmisary flag already up, or that could be what happens when no emmisary ships are available.
I hate it when people join my crew and then immediately leave because I'm doing something they don't want to do, and then theres a long timer before I get a new person.
I also have the urge to matchmake over and over until I find a crew with a hunter flag up, but I don't want to be that guy.
