@priet-praat6806 It used to be easier because you could find the quests in barrels as well. They removed that. They also removed keg deliveries from the Merchant Alliance voyage system.
Needs fixed. I sent a support ticket about this as well, just to bring extra attention because it's been busted for seasons now with no word from Rare, and this is a long play achievement that takes months if not years to complete organically even if the quests are more easily found. For completionists, this is a game breaking issue.
@priet-praat6806 there were parchments in barrels that gave the merchant deliveries and when you did animal voyages you sometimes got gunpowder with the animals or instead of animals. They removed parchments from barrels and gunpowder from animals in the season 11 update in January 2024.
They are still available through mysterious journals and bottles, which are big RNG
