I decided I would try to get the Chronicle Tattoo Set from Umbra, and I set out to complete all the necessary missions. I thought I completed all of them, including the ten "Legends of the Sea" manuals. To check my completions, I watched the Youtube video "Sea of Thieves Legends of the Sea Complete Guide (All Commendation and Umbra Journal Locations)" by xxDamronxx, and I seem to have accomplished all 62 or so he included. Were more requirements added to the quest since Jan 2021 (the pinned text last edit)? Do I have to complete the Glitterbeard series as well for the tattoo?
