As much as I hate MTX in games, I'd be willing to pay a few real dollars for the ability to actually customize my sails and/or flag as long as there are plenty of options and not multiple ships per server flying similar colors.
When the suggestions for this first popped up (on here) one of the ideas I put out there was a downloadable "customizer" (for lack of a better term) -- similar to the character editor for Saints Row 3 -- so players could create their own pirate, sails, flag, etc. offline then upload them once they were ready. These custom uploads could either be "policed" by the community and reported to Rare staff or put through a vetting "pass / fail" process where each submission would be judged and either passed or failed before being allowed in-game. (Since the option isn't really being discussed in earnest by Rare publicly, the system running it can't be theorized yet.)
Of course, if Rare decides there's not enough chance of making a substantial amount of profit (enough to keep servers running for the next few years) compared to the hassle of upkeep, then discussions about concepts such as these are pretty much a moot point.
Of course, if the numbers read like this: of the (approx) 1 million players over the past year, if only 10% paid $5 to have custom sails, that would equal $500,000 in addition to the pets MTX and new players buying the game. Even if the numbers go down exponentially over the next 5 years. Not only could it balance the game's upkeep cost but actually partially appease a number of players who find the game's lack of customization (and progression) a downfall.
