Suggestion: people who have reached grade 3 or higher in the Legendary Sea Dog commendation can be awarded with the title and weapons. This would be massive in my opinion, as it would still be very rare and would make lots of Sea Dogs happy. Maybe a new addition in Season 21?

Arena Commendations and Titles
As someone new to the game and an avid completionist, I was also very disappointed to discover that Arena's removal left several achievements tied to these commendations permanently unobtainable. I completely understand wanting to preserve the prestige of Arena-exclusive cosmetics and titles for the players who earned them in time, but I hope in the future there could be alternate paths for players to earn the associated achievements at least, as personally- learning this took away a lot of my motivation to continue playing the game.
I'd love to see something like OPs suggestion or a new set of challenges with different rewards, so Arena veterans can keep their exclusives without punishing new players and those who didn't discover the fun of Arenas in time.
