Are there still talks about this happening? And if so, are they still going to be just safer seas with friends or are they considering any amount of progression for the players in that server? If not, what is the actual incentive to purchase a subscription? This would feel more like it would just be for streamers looking to do full server events than for actual players who are looking to play the game with their friends or with other players

IMO they should've actually never even bothered adding these SS Fleets, and only stick with private servers so streamers and tournament organizers can host. It would've spared them half of the forum whining, but whatever.
So yea, it's gonna be a SS duplicate (same 100% gold, lvl 25 rep cap, no emissaries, no captaincy, etc.) with the only exception of being able to play in SS with more than 1 ship - with your friend(s)/family.
For a monthly sub, that also includes access to the same mentioned private servers (0 progression/currency) you can host on your own and make events, spawn loot, change time of the day, weather, play camera tools, etc.
Basically, this is only for specific niche - SS enjoyers who either desperately want to be on multiple ships, or want 3+ friends in their session on the same server - or streamers/tournaments. Or for people who just want to have their own RP playground on private servers.
Which is not the majority target playerbase - those are and always will be HS players.
