Check the promotions. You need to claim them before getting the chance to buy the stuff at other ranks

I have had the same problem and yes, I have claimed the promotions but I can still only buy the level 5 items even though i would like to buy my level ~35 items

The problem with this is that it is genuinely annoying, and I can't do anything about it I want to buy reaper cosmetics for my ship as I progress through the hourglass lvls, but I physically cannot.
