This is actually untrue. It's a colossal waste of time, is a bit redundant, and is OP.
Addressing the 1st point - nobody would ever be able to steal anything because everybody would just dig it up and rebury it where nobody could find it. Forget about stealing it off of a ship, because it won't be there unless they're turning in. This also has the adverse effect of attacks increasing in and around outposts, because it would be about the only time you could guarantee that loot would be on board. This, in turn, means those just joining the seas are more likely to have a bad experience before they ever really get a chance to set sail. Furthermore, why would you want to punish a winning pirate who just vanquished his foes by forcing him to then go find it? All that does is promote a race to the buried loot when 1 crew already won and the other already lost.
Second point - with all of the bushes, rocks, caves, nooks, and crannies EVERYWHERE, hiding your loot is incredibly easy, but is never full-proof to those with a keen eye or those willing to explore. I myself know a few good spots, with my favorite being on Ship Wreck Bay (impossible to see unless you have an eagle's eye).
Third point - well, I actually already covered that 1. There's no chance someone will find it. That is unless they kill you... This has the added negative affect of pirates killing you just to see if you have a map, which unnecessarily promotes PvP over say, a mutually beneficial alliance that could result in a great social dynamic and potentially making new friends - kiss that goodbye, as everyone will be out to gut you.
