This is quite clearly a complaint based on reading the patch notes instead of actually playing the game.
You'll notice practically no difference in PvP. If anything the sword buff indirectly buffs the pistol, because now one pistol shot and a heavy attack are more or less a definite kill. So pistol/sword has become a more viable loadout again.
Sword itself is slightly more lethal but not by enough to make any real difference. Two slashes and a lunge will kill, before it was three slashes and a lunge. If just one extra slash is all it takes to destroy your PvP techniques then you weren't as good as you thought you were.
Running two guns still gives you the ability to kill effectively at range, you just have to be a bit more careful about maintaining distance and remember to heal.
The sword tornado thing was because of the stunlock and sword cancel, neither of which have returned.
If you feel disadvantaged using two guns then use a sword instead.
@boxcar-squidy a pistol shot and heavy attack was always a confirmed kill, 50 + 50, now it just kill them a bit more...
@octopus-lime yeah I know, but with food in play, in practice, getting the second attack to land before they could heal a little was tricky. Now you've got a marginally bigger window plus can follow up with a slash. Before the best tactic for me was lunge then pistol, now I find that you can open with a pistol, follow up with a lunge and then finish with a slash if they managed to heal before you hit your lunge.
More viable but no major difference for PvP in practice.

What?
The cutlass needed a buff so badly. Double gunning is an ugly meta that tends to rear it's head all too often while putting the cutlass out of commission for most.
I'm happy about the new cutlass buff. I am a Pirate, I want to use my cutlass, not be encouraged to adapt to a silly double gun meta.
