Is it just me, or has the requirements to merge changed. I’ve no issue at all wit it, but last night a harpoon shot to an island, and touching the dock with the boat at an outpost both forced a merge.
Did I miss this in the patch notes?
Yes it has changed, and it absolutely needed to change... Players should never have control over server merges and should not have a method of secluding themselves in a dead server.
A slow moving ship will now trigger a merge as opposed to needing to drop the anchor.

Wow, way to bury that announcement in the video. So once again we get confirmation that Rare only cares about the PvP experience. I know some of you obviously love it, but I get really annoyed when I'm sailing up to a sunken ship with a Reaper's Chest on it, only to get moved to another server before my ship even stops. This change is super-annoying so far.
They know that things can happen in merges, so the best thing you can do is submit a bug report through the support site when a merge causes something like this. This way they can know the kind of issues that are cropping up and work to improve on server merges further.
@stayooriginal Patch day was like that for me, last night was actually decent. I don't know if user load on the account/authentication servers is causing the lag or if it is specific players on your server. There have been instances in the past where approaching certain ships would cause intense lag, and also some instances where the server would just be laggy in general which would eventually clear up (I assume because the lag offender has logged off).
A single player shouldn't have that much influence on everyone else's experience.
