Do not seek it out. Just do your thing and it will eventually find you when you are not expecting it.

I too still be on the hunt for this most elusive of Meg's or it could be a Don i try not to assume.
I tend to find Meg and Don spawns are a little more consistent when more than 1 ship is in an area, no real solid proof if this increases the % chance to RNG spawn them in mind you.
Alas i shall keep up the hunt.
