For me it would be:
Helm
Bilge/Sails x 2
Cannons x 4
Marines (Boarders, Repel Boarders, Sharp shoot) x 4
Large Galleon Crews

But speaking of sharpshooters, I'm always jealous of skelly ships because they have enough excess crew to have those, when one a 4-man galley it's a waste.
Definitely need 2 people working sails, I still have a hard time getting people to understand that 2 people raising 1 sail at a time goes faster than them working separate sails. It's designed to reward teamwork.
