Most players that enjoy the PvP want good and more importantly drawn out naval battles
Drawn out pvp isn't really popular anywhere, especially this content that is built on having many fights in order to progress
Solo fights especially need some sort of support to move fights along, larger ships can put enough pressure to move fights along even when evenly matched.
Solo fights are held hostage intentionally by some players and drawn out by the effects of devs making boats and players on boats tanky to an unnecessary and often frustrating degree.
There are very few pvpers that prefer drawn out fights when they are actually having fights, very few people in general want drawn out fights when they are actually happening, in random adventure and in this on demand pvp stuff.
It's so unpopular that it was a significant contributor to people avoiding fights to begin with before season 8, people largely want things to move along, not draw things out to where everyone is just sitting around frustrating wanting it to end. Repeat fighting and drawn out fighting really isn't that popular.
Repair simulators get pretty old pretty fast and so does watching the opponent do laps around the pool while avoiding combat. The content is for people to engage, not slow down fights intentionally, solo doesn't have the resources to run ships down like larger boats.
Pretty much all competitions/events done in this game have had a design to move fights along and end them for a reason.
Outside of this content it's perfectly fine to do whatever people want, this content was built for opt in fighting and engaging. People are free to tank but they shouldn't drag on fights endlessly just waiting for people to quit, it's not good for the content and it only leads to less interest and close matches should have an ending that isn't waiting for someone to concede.
