@wolfmanbush I don't like this argument because there are already comendations that require PvP such as flags turned in, set a ship on fire with fireworks, hit a ship with a cannon rowboat, hit a boat woth cursed cannon balls while having the reaper mark up, obviously most of the sea dog commendations (RIP Arena), as well as there being an achievement for stealing a piece of loot and one for sinking someone. I know that some of these can be done in a nonhostile way or on skeletons ships, but they still exist to encourage PvP actions. Also commendations requiring alliances also makes some players interact with others in a way where they might not want to.
Alright let's debunk that real quick
Most of the basic flag turn ins are barely through PvP, as several pirates may spawn into the tavern with the emissary flag of a previous ship left behind from it's scuttled wreckage.
Most commendations that ask you to use your cannon on other ships can also be applied to skeleton ships, it's not a PvP requirement BECAUSE of the chance you won't find players that will comply or fall directly into your trap with already uncommon/rare cannon ammo.
Sinking a ship is bound to happen at some point naturally, but it proves no benefit outside of gamerscore, and stealing a chest is honestly effortless as loot that someone else temporarily picked up and put down can then be suddenly found by another player without the knowledge that someone may have been there earlier, also, no massive benefit outside of gamerscore.
Legendary Thief is the only stealing related commendation and it's arguably laughably easy to achieve if your skill level is higher than most players in this game, or you cheese it through alliance stacking.
Alliancing is a popular option amongst peacemakers but you don't really need to have the alliance tethered to you entirely to achieve most of those commendations, as a lot of players like the passive benefits of everything and don't want to stick around a situation they don't need to be in.
Minimally a mostly peaceful, neutral solo can achieve every single one of these PvP-inspiring commendations and Xbox Achievements (minus Arena) without getting into too much interaction or conflict.
