Athena's Fortune got a little boost in intrigue with the introduction of emissaries, but there really hasn't been much change for Pirate Legends.

We're rolling into anniversary number 3 very quickly still without any fulfillment of the promises made for the expansion of Pirate Legend gameplay.

It makes me wonder what the original plans were.

My memory of the beginning was that they had a bunch of plans for Pirate Legends that got shelved (at the time I assumed temporarily) because there were too many complaints about the lack of content for everyone.

What happened to those plans?

The "Captaincy" update was the planned first content update to Sea of Thieves; it would have added post-Legend endgame content such as the titular "captaincy," which would have allowed players to get their own personal ship, with sole rights to the name and customization. Rumor says Pirate Legends would also be able to acquire their own private hideouts to start each session in.

It, along with the Emporium, were delayed indefinitely due to player feedback about enhancing the core gameplay loop, which led to additions such as Skeleton Ships and Fleets, the Brigantine, the Devil's Roar, and the Megalodon.
