Tl;Dr- Got sunk by skellie ship, recovered all my loot but lost all emissary progress.
Being able to recover an emissary flag while losing 1 rank for doing so would make the grind slightly more enjoyable. This would also serve as a purpose to attempt to recover a lost flag in a PvP situation, since currently if you go after your flag it would be a waste of resources for 1 gold.
Part of the deal of becoming an Emissary is agreeing to a set of terms in exchange for rewards. Within those terms is an agreement that you get increased gains for as long as you keep that flag dry. When you sink, you broke that agreement. Having the ability to just reattach it pretty much removes much of the risk when becoming an Emissary. Becoming an Emissary adds incentive to invest in one ship and keeping it well maintained. There is also room for abuse, what stops players from just hiding their Emissary 5 flag while they go off and get loot? Since they don't have the Emissary up at that time, Reaper's would have no chance of tracking them outside of line of sight. Since Reaper's can't track them, they essentially remove all the risk that comes with being an Emissary.
