The most important: A, H, X
A) Sailing hazards: although I like the sailing (its the best part after all) it would be amazing if there would be more on the seas, from mist that throws skeletons on your ship (including some that drop skulls) to a cluster of wrecks that has a high chance of having the kraken around (I know it is hiding somewhere, haven't found it... yet)
H) Exploration: I think that exploring wrecks is one of the most rewarding and fun in the game, so it is strange that there isn't a similar thing on islands (hinted at by a glimmer, and after an small treasure hunt you find a stach of valuables) would make it more profitable to just sail around.
X) Other - captain status: This combined with ship names is sort of a must when "story" is so important. The captain is chosen by the crew[kinda like voting to brig] and has a number of benefits like: his vote counts double, gets to name the ship, get to assign "arbitrary" titles to his crew, could propose Alliances with other ships, is stronger while on his own ship (could help with 4v1 as the 1 is always captain thus stronger). But has some downsides: is clearly marked (name in gold), takes longer to re-spawn, damages the ship when killed, etc. (just brainstorming here). Accompanying this could be a mutiny system, which could transfer the captain's title after a inter-crew combat, losers are sent to brig.
Other stuff: F, C/N, S
F) Quests: This one is obvious, there isn't enough here
C/N) Player/ship customization: There should be more basic customization, nothing fancy really just some colors or something similar.
S) NPCs: I know Rare has said that NPC ships are not going to be in the game, but I think this would be a missed opportunity (and it going to be a must if forts [with Red coats?] are going to be implemented, they really should implement forts [think port Royal from PotC]) but this kinda also includes mermaids(the evil kind) that attack you when exploring underwater (wrecks/sunken forts/etc.)
