I know is not a minor adjustment, and it takes a bit to develop it. But from my experience in the game, I think a 3 person ship is needed.
Obviously you can sail a galleon with 3, but if you want to be involved in a fight... Forget about it. Both 2men sloop and 4men galleon can defeat you or escape from you, because with 3 is overwhelming once they hit you and you miss a lot of firing opportunities because of driving, taking out water and changing the sails take 3 person. When I'm in a 2men sloop I can easily play against a 3men galleon.
So I was thinking about it and this ship could be something like this (is something in between the galleon and the sloop, with their advantages and disadvantages):
- The name can be Schooner (Goleta in spanish) or Brig
- 2 masts
- 2 cannons in each side
- 150% the length of the sloop
- Only two levels like the sloop
- 2 entrances to the lower level (along the ship)
- A 720° wheel like the galleon
- The anchor in the middle
I think is pretty balance, it combines the fast movement and quickness in the actions of the sloop but with the maneuvering of the galleon (anchor not beside the wheel, 2 masts and the 720° wheel) So in this way a 3 member crew could be in a balanced position against the rest of the crews
Also, these days, the shize of the crews is been discussed and what I would do is set a maximun: sloop (until 2), this ship (3) and galleon (4), but not allow 4 players in this one or 3 in a sloop.
