Having 2 different voyage types share the same 3-voyage limit is a huge inconvenience. It takes what should be "play however you want" and twists it into "play whatever we give you". What's worse, is you can't even refresh the voyages by lobby-hopping anymore, and discarded voyages just go right back in the queue for next game. So you really are stuck with whatever the RNG decides to give you.
I certainly hope this isn't a sign of things to come should Gold Hoarders & Order of Souls ever get a new purchasable voyage type.

Well there is a point in what the OP said. When i do cargo run and i cancel the one on the table cuz its bad. I will get a new one from the Merchant to find out the voyage is the same. EXACTLY the same.

The merchant you can actually see whether or not it's a cargo run. so maybe you think that we should make it like the gold Hoarders where you don't get that have the option to choose which one you do.
I'm actually getting the feeling that you're complaining about not being able to effectively do Noah's Ark exploit because of the limitations they added.
I hit 50 in Merchants first, because of the "Noah's Ark" exploit. It was good money & reputation, farming all of those golden snakes and chickens. It was good fun, too!
I can understand why Rare decided to restrict it (the number of quests you can buy from a particular NPC during 1 game-day). People (like me) would log in, and spam voyages until we had a boat full of empty cages; then we'd spam voyages after we filled those cages up. Spam is potentially/generally bad for game stability (not to mention how corny it is), so I'm really not surprised that it was changed.
Oh, but I do miss the random threats & acts of violence that my pet-livestock would endure, from other pirates, lol.
Lol 1 of the reason for the limit is the increadibly amount of lag the server gets because of those cages. But they didn't stop the exploit only limited it.
So those that want to do it still can it's just not as high of a degree it will be done
@kin-h4chi Exactly. It is still possible to do, it just takes more of a time-investment - which is what everything boils down to, in Sea of Thieves.
I don't get it, you've got 3 slots to keep your voyages in. AND you can delete any of them at any time. So why is the limit a problem? Just have your top 3 voyages present (IE. One Athena one OoS and one Marchant cargo run) and if you ever want to do a Devils Roar athena just delete one of the current ones and replace it. I've not had to use more then 1 slot for a long while now, we're all just like: "So what are we going to do? Athena's ok who'se going to get it? Ok let's do this!"
The problem he's talking about is that you can only buy it three different missions from a trader a day. so if you want to do cargo runs and you don't get no car goes from the merchant you have to wait 24 minutes
I get it.
Sometimes you may be limited to doing one type of voyage or the other.
SOLUTION:
The Merchant Trader should have two pages: 1 Page with three animal voyages and the other page with three cargo runs.
The Pirate Lord should only sell Devil's Roar Athena's Fortune in the Devil's Roar. Why on Earth would I want to see a Devil's Roar Athena at Golden Sands?

I was soloing Athena's the other day, trying to grind out level 8 for the eyepatch. I started my session with 2 GH voyages in my inventory, which I discarded. I went to the Pirate Lord to buy voyages. He was offering 2 standard and 1 Ashen. I bought the two standard ones, because I can't be bothered to sail solo in the Devil's Roar. After I finished the first one, I went back to the Pirate Lord, who was offering 3 Ashen voyages. So I went on with my business and finished the 2nd one. Once again, the Pirate Lord offered me 3 Ashen voyages. Remember, I'm soloing these. I couldn't finish one in under 24 minutes if my life depended on it. I had to buy those 3 Ashen voyages to clear out his inventory, leave the game (abandoning my rowboat, and stockpile of supplies), and start a new one to continue my grind.
So no, I'm complaining that I NEED to use Noah's Ark-style exploits to play the voyages I want at the same pace I was able to (without exploits) a month ago.
I didn't call out Gold Hoarders because that's an entirely different can of worms than the identical problems of both the Pirate Lord and the Senior Traders. If you REALLY want me to write up my grievances with that, just say the word, buddy.

Because if you want to play missions of one type, but the vendor doesn't have any, you can't do anything about it except wait.
When you dismiss voyages (whether through your voyage inventory, or by voting to start & cancel it) they go straight back into the vendor's queue. Exact same type, exact same name, exact same objectives.

Because there's only one legendary hideout. Whether you enter it from Morrow's Peak, or Golden Sands, you go to the same place.

It also take you over 24 minutes to complete 3 Merchant to voyages. So again the only issue that you have is stacking Merchant Alliance voyages. Which is called Noah's Ark exploit.

Not doing this until you go back and actually read the damn post. I know it's a lot of words, but do try to get through ALL of them.In the meantime, try to fathom why I, a Pirate Legend who prefers to play solo, would even TOUCH an animal cage again.

@just-dpack I agree the randomness of voyage selection is not working well at all. So tired of seeing all cargo runs and all Diablo’s Roar Athena voyages. We should have choices to pick from all the vendor NPCs. The NPCs either need to have more choices like two rows with choices of each type of voyage possible or start offering voyages from different vendors.
The other issue mentioned with animal quests could have been better resolved by having supply and demand random for all animal types so gold animals did not ended up being the ones most sought after.
I think it is time we get to pick and choose the voyages we want to sail as Pirate Legends. Time to cut the cord that bundles them. Allow us to pick and run a combination of what we want to sail to earn the final chapter for the Athena reward.

So either your trying to stack cargos or your trying to stack cages. The exploit is the same. And it's no different than how gh has been from the start. The only difference is you get to choose cargo or animals. And animals are far more profitable.
You ask y pick up a cage? Because it's still the fastest way to earn money of done right. Via the exploit. And the fact you have rng voyages ruins that.
Take away that choice and merchants 2 type voyages would be the same as the one 2 type voyages. But yet you don't call out gh for the exact same thing you complaining merchant for doing. The difference is the Noah's ark exploit.

ONE athena's mission. The only reason I like having more than one in my inventory is because I know that when I go to buy my next one, the Pirate Lord might only be selling Ashen ones.

Now I’m speaking for myself with this, maybe not for the op. But I hate the new merchant and pirate lord voyage inventory. I, for the life of me couldn’t get a regular Athena’s voyage last time I tried. And I seriously hate the Devils roar with a passion. And as for the merchant, I always have 2 cargo runs to choose from and one regular one.. and I hate cargo runs. I’ve never even completed one because they’re so dumb and pointless. I don’t care about cages, I care about getting a voyage I actually wanna do, not what I’m given.
I can understand the reason for Athenas quest which is y I didn't touch on it. But the fact is that from the start is the way he's complaining about merchants. Which is just ridiculous cause he purposely left out gh so the 2 quest types was much of the problem as he can't choose 1 over the other when new voyages come.
Since there is only 1 hideout it would make since to argue a guarantee if some sort for Athena's but the there wouldn't be a need to add merchant into the mix without gh.
So this post then points out the 2 voyage types us a problem for merchant but not gh. So y? And op specifically said there isn't enough so that makes the post sound like he can't stack voyages for the exploit.

Also, GH has been like that since the betas. Rare has tweaked the payouts & droprates several times since then. It's pretty safe to assume that if change were coming to how GH handled their voyages, it would have happened already.

Imagine you're a shopkeeper and you ask a guy for a favor. He promptly says no and asks you again if you've got any errands to run. Yeah ofc he's going to ask the same thing off you. He wants you to help Tina deliver 8 crates, he won't be asking for anything else untill you help him ^_^

I see how it's almost "logical". Because if i do take the voyage and go another voyage and now i do pop the one i bought and dont like it, i cancel it and go to outpost. Since i been out on sea sailing around i do get a NEW voyage not the same.
So yes what u say i get that logic. Altho its not logical than that once i do cancel and time has passed this cancelled voyage is not purchable. Because going with your logic i cancelled the voyage so the mission is not done and the NPC would tell me that the cancelled voyage still needs to be completed. As i get the same voyage but this dont happen now because ive been out sailing and a day has passed.
It dont matter to me wether its same or not. Im just trying to clarify

Having had a quick read of most replies the solution is to have for all NPC's to have it flag up to have one of each type that is added to be guaranteed to be shown as an option to the player with the 3rd slot being the random and as @Chronodusk stated add more pages as the variety per in game day is increased moving that random slot up one or having it always on the 1st slot.
This should allow them to expand the variety and provide less need to leave the session and roll a new one just to play the ones you want as you dock at each outpost for that session.
This would also apply to the Pirate Lord since the instance that NPC is in is a global one as is, this is why you see DR ones when in the Old World.
