Rare really need to do something about the time/reward dynamic in this game. At Level 17 with the Gold Hoarders, I should be getting better rewards. My latest voyage was typical: two riddles solved, two SeaFarer's Chests worth about 200 each. Add this to the prices for new sails, hulls etc., and there's little incentive to buy cosmetics for your pirate. I've delivered over 100 chests, skulls and cargo, but my pirate and ship are essentially the same as when I started the game. The economy in this game is completely unbalanced.

@gaming2600 it's RNG based. I'm a level 28 gold and still get Castaway chests. It's purely random and purely luck, giving everyone an equal chance to get a captain's chest no matter what rank they are.

In this game progression is tied to cosmetics, but the time required to amass enough coins is so great, it acts as a disincentive to buy the very cosmetics we're meant to be aiming for. If you're saving for a new sail, hull etc., which I suspect most players are, then you can't afford to buy a new coat, hat etc. for your pirate.

I disagree. It just sounds like you're burnt out. Take a break from questing and try your hand at a Skeleton Fort. Maybe explore around a little? Try a quest from a different trading company?

I agree the prices are high, but the amount of money you have on hand before even coming close to legend suggests you'll be able to afford everything, eventually, before becoming legend. I am 28/24/24 and have a custom hull, full outfit, and almost enough for sails.
I agree completely, the only counter argument I can see is that the reason it is so random is to keep it fair among all the players.
The reason to keep the prices for cosmetics so high and the rewards from treasures so low is to buy time to possibly implement more content in the long run. If all players reached level 50 too quickly they would soon realize how little there is to the game. How pointless all their grinding and effort was beyond the simple need to give them an incentive to play.
My advice is to forget about the progression and gold. Forget about the cosmetics, bells and whistle and just enjoy the game for what it is as long as you are able. Because the alternative is you have every bit of meaningless cosmetic and nothing left to do or look forward too outside of pvp or your day to day adventures.
Perhaps in the future they can provide more content or god willing a storyline for the players to explore but until then the random and albeit meager amounts of gold and progression is not worth your bother. It serves to only aggravate and entice you.
After a while you will have too much gold and not enough to spend it on. I think they just messed up with the balance. At the start it takes forever to even buy a pair of pants, but then once you have a full outfit and ship stuff you completely run out of things to buy. It just needs a ton more items. Give us a load of weapons/clothes to choose from. I think there are almost the same amount of items outside of the game in promotions and stuff as there are in the game, which is ridiculous.
