They should do what most other games do to help reduce file size and make the Legendary/Mythical (I can’t remember which one is higher tbh) textures an optional free DLC which allows users to enable and disable downloading them to avoid the extra bloat. Even on lower graphics the game still looks fine.
There are over 1000 time limited cosmetics that you cannot get. All of them have to remain in the game files because someone might have them and they need the model and textures at the ready. There are also hundreds of cosmetics that can be seen in trailers and other promotional material that have never been officially added to the game but are still in the files. Also the code for every adventure and previous game mode is still in the files.
