So, I've had this issue throughout the whole Season 13 and just encountered it today again – which yeah, I know the CoF isn't supposed to be on Burning Blade during season 14, but as of today it still is, and it being there itself is not the point I'm trying to make.
There is one fundamental difference I have noticed between the CoF being on the Burning Blade and on any other previous location is that there is no work required to get it. You can drive by, shoot over to the BB, go down and pick that chest up and steal it - and either swim away with it, or even sail on your own ship, if you're good/lucky enough for it to not be sunk by that point.
Getting the Chest of Fortune normally required you to do something - conquer the Fort of Fortune or Fort of the Damned (or at least WAIT for another crew to DO it and sneak around trying to steal it), sink the Skeleton Fleet (or at least most of it until the Captain Ship of the fleet shows up and only then you can try and shoot over to steal the chest, it's not on the very first ship that spawns).
Getting the Chest of Fortune on the Burning Blade does not require you to do any of that - you can just hop on, fight a couple skellies that will chase you down to the chest, grab it and leave. No damage to the Burning Blade required. Sometimes by the time we approached the BB, there was not even a ship in sight on the horizon and the chest is just gone.
Given how the Chest of Fortune is supposed to be on the bottom deck with the rest of the loot, in an area that already is partially blocked off by the bars and looks like an open jail - the easiest solution to this that would make it fair is to add a locked gate there and basically turn it into a full "jail" that only unlocks and opens after the Burning Blade has taken enough damage for that Flameheart speech to board and join him to trigger. That way it opens at least after some work is done and makes it at least somewhat a challenge, not just an easy drive-by.
