Yeah, but I just generally mean for the actual game engine logic. So they're not creating bespoke actions/properties for everything, they may re-use some from existing items. I think he SoSS and Ashen Winds Skull do the same thing? It might be a way to cut back on unnecessary memory usage where possible - I'm not sure though, could also be just to save time.
I can see your point, but I'd also add that it might be useful for posing purposes, where you don't want to necessarily use the horn but still want to act like you are. Still, handing it to someone might be more of a useful action to have.
TL;DR - I don't think it's a bug per se, but maybe it could be changed.
