All pirates will need a prerequisite number of levels in 3 companies before being able to take part in Hourglass. This mechanic is useful useful since cheaters wont be able to cheat in Hourglass with alts they, and because they are left with either the choice of not cheating at all or risk getting their main account banned (either option discourages cheating). The amount of levels required to compete in Hourglass can be any value's you at Rare choose, but I recommend each pirate requiring 15 or 25 levels in 3 different company factions to be able to use HG.

Cheaters often pay for their software. So if a limit is added the most dedicated of cheaters might be willing to throw around a few bucks so they skip the limit. Also nothing stops them from cheating their way to the limit. If the limit is below fourty they could easily losd up safer seas and cheat their way there. If this limit is added it would only momentary stop the cheaters, once they reach the limit or somone decides to sell accounts this is as good as the supposed anti cheat they were adding and weren't telling us when they added it.@ravenclaw214
Cheaters are less likely to cheat. Once a cheaters alt gets banned they have to get all that progress back. And cheaters hate wasting time. When it comes down to cheater buying accounts, it hardly works in the cheater favor. Sure they can easily get access to HG, but once the cheaters bought account gets banned they lose/waste money@varggz
Even if their alts get banned that doesn't stop them from throwing money at the problem. There are people who would sell their account if it means they can make a quick buck. The cheaters would make sure everything meets the prerequisites and they would be back in an instant. It feels like you ignored that part. Another thing is that just because they are gone for a bit doesn't stop the problem. They will be back, IP and hardware banning wouldn't do anything because they just refresh both ID's.All this idea does is limit the pool of people in HG, without actually affecting cheaters.
Cheaters do not care about repercussions, because every time they cheat is a chance at being caught. If they cared about losing progress or accounts; They would not cheat.All this idea does is punish non-cheaters by forcing them to grind before they can use HG.
