When playing game I think there should be a skilled based matchmaking system in place.
How so? What is it going to be based off of?
Reputation level? What a joke, you can get all the way to 40 now completely alone and after that if you go on High Seas you get emissaries too which make level progression super super quick.
Kills and sinks? Incourages smurf accounts, but also... How am I even meant to determine a sink that's "mine"? Being a naturally PvPvE game there are tons and tons of outside factors that can contribute toward why someone loses or wins a fight that neither party have control over. What if I disengage from the fight and someone else finishes them off? Do I get credit or do they?
SBMM is too tough to implement into a PvPvE game where the PvE aspect makes genuine and deep impact on playstyle.
Cross hairs for weapons it makes it incredibly difficult to shoot without crosshairs especially for cannons worst thing is not knowing where the cannon barrel actually aims.
Nope, absolutely not :) The natural learning curve this game has with learning projectiles and aiming is important. Easy to pick up but hard to master: anyone can shoot a cannon at an enemy ship, but not everyone can hit all 10 or even a majority of their shots well. It adds a lot to the experience IMO, and keeps a rather minimalist HUD.
Besides, if you aren't ADS at the time of firing, your bullet spread is more than likely going to make the shot simply not hit, unless you're using pistol, but even then it's not that much slower to just ADS a second before firing to make sure you're hitting it.
I have noticed that the rewards from certain emissaries are all over the place for doing the same missions.

The ghost meg spawning with needing the 5 people should be decreased to 4 as it is impossible virtually to find like minded pirates.
You might be mistaken: the multi-crew spawning of the Shrouded Ghost was a time limited event. It did not reward the actual Shrouded Ghost rewards, and was simply there for the sake of "story progression". It has since been removed from the game.
the galleon should be aimed at 5 or more players. Increase the number of players on a brig to 4
This is just generally a terrible idea. Galleons and brigs are already strong enough, and as long as the majority of players are going solo/duo it seems, there's not much need to really just ruin it all for everyone. Yes I get you want to play with more friends but unfortunately "for the greater good" I can't say it's a wise move for Rare to upset any level of balance they have left just so Jimmy can join in too.
