So with Rare announcing that Krakens and Megs will have a higher chance of spawning, (even during world events)
Does that mean that the Shrouded Ghost will have a better rate at spawning on open seas?

Chances increase dramatically when meg spawns are consistent so there will likely be a few more sightings this season unless they tinker with something in future patches
Kill it quickly if you see it, they brought spawns back to spots they were not spawning in over the last year and a half but a part of that is they are a bit buggy and they do act inconsistently and they do regularly despawn quickly
If you see one go for the quick kill if it's in one of the in-between island areas
if it's in open sea it should be fine

Agreed. To play this game for so long and never even sight one ....
I think it would be beneficial to have HC missions return, where the spawn rate for certain fish is increased. Once your HC completion is up there (like 50/57 for example), you unlock the missions for rare fish, which would give you a higher spawn rate and location for them.
I do miss the fishing Quest from the Festival of Fishing event. It was a fantastic way to introduce players on ways to get different fish in the game. Wish it would be brought back.
