I'm kind of confused lore-wise about how the Gold Hoarders function. Who the heck is burying all of that treasure that we find? Even more confusing is how they know where the treasure maps are. So are they just storing them in islands even though we sell them back?
Gold Hoarder missions are stupid

Cursed captains. It's their crew that sometimes spawns when you dig up the loot.
Even more confusing is how they know where the treasure maps are. So are they just storing them in islands even though we sell them back?
They get them from the Order of Souls who extract the maps from the heads of cursed captains (skeleton captains).
