Lets say a passive mode existed that allowed loot and progression.

Enjoy the new hyper aggressive adventure mode. Because you would only go online to pvp, and passive mode to grind for rep etc. (Because why risk hours worth of loot?)

You wouldnt have to guess what a ships intentions are when they will only be there to sink other ships. Which would kill a lot of the magic of this game. Its fun not knowing what people are there for. Is that ship after me, doing a voyage? Ah they just sailing past... Phew... Or wait no they coming back!.. Oh hes picking up barrels...oh no, to get cannon balls to sink me!
When you can grind without pvp then pvevp basically becomes a hyper aggressive arena sandbox because its everybody would hop onto passive mode, do like 50 FOTDs off the trot and never worry about approaching ships and thats not the game it currently is about. Its about adventure and the unknown. Which is what PVEVP provides.

So the point captain falcore made was that you might as well just scrap the entire thing than do that. If you cant deal with the threats of piracy from players you dont deserve the loot. The fun pve stuff and the very ship you sail.
