Few nights ago we were doing emissary voyage and during that, we got hit by 2 merges. When we were ending and lowered the flag, then scuttled our ship, we got 2 emissary flags of our own floating in water (grade 2 and 3). I'm guessing these were snapshots of our progress when merges happened.
Today we got people join our server in a merge and when we sunk an emissary boat, we got 2 different grade flags from them.
I'm guessing that merge somehow duplicates emissary flags, and you won't even notice it until your ship sinks...
