That type of rewarding system is predatory. It takes advantage of a phenonemon in human nature. I don't know the word for it, but basically lets say a person decided to not buy something because they would never need it. Put a sticker on it that says the item is on sale and that its limited time and that they will never get it again, people will buy it.
Its like how games make daily's or weekly's to fake player numbers. You've probably done it too right?? Played a game where you got on SOLELY to do the daily. You didn't NEED to do it at all but it was a daily, if you don't do it you missed out.
Plus, another reason why I hate that stuff is because it dictates how the player plays the game. It forces your hand.
Lets there was a commendation to do 100 Athena quests. You did it and got the cosmetic. You were bored out of your mind doing it 100 times. An event comes out and it says you have to do it another 50 times to get something you want.
What you think is going to happen? You are going to do the Athena even though you hate doing it.
The daily, weekly, time limited anything. Those are dumb game mechanics and shows how bad a game really is at its core. However, players are the problem also because they asked for this stuff and the reason is because they want that addiction filled. That feeling of "progress" or "success".
I want to be able to just JOIN and do what I want. If a game allows a player to play HOWEVER they want and still be able to progress towards loot, cosmetics, or whatever without dictating a direction, that is a very fun game.
