I don't know if this goes for anyone else but I really don't care about exclusive skins; when it boils down to it, it's just another piece of clothing, one that was obtained only through their presence in an event in-game or a livestream. The Wailing Barnacle set is a gleaming example of this; whilst it was a time limited cosmetic, it doesn't actually look that great imo, so why waste the doubloons on it.
Furthermore if I encounter someone on the seas with something like an ebon pistol, my immediate though isn't "Omg that's such a rare skin, I wish I had that!" It's usually something along the lines of "Congratulations... you were at the right spot at the right time." And look, whilst I get the appeal of an entire set, the fact that people are getting so worked up over a green 'black dog' set (more or less) is simply astounding.
From someone who lives in a land down under and is more than used to missing out on events: you guys need to grow up; this is NOT the end of the world. Exclusive cosmetics have always been limited to a specific date or through specific actions and if you miss out, you miss out. It seems like everyone here wants this clothing set and if that were to happen, it would completely devalue it. Much like the economy, printing more money actually makes currency worth less.
In all honesty, I don't care what they do about this scenario; whether they give everyone the clothing set or don't do anything at all, at the end of the day a single clothing set (especially one that doesn't appeal to me) changes nothing in the long-run. The true meaning of this event was to give your friends the opportunity to play the game for free, don't lose sight of that.
