@deadeye-nomadic seen exactly this multiple times. Not the same gamer tag but had guys take a cannonball to the face and get zero damage but one shot me with pistol and i die with full health.
Now that Rare has his gamertag please ban him from the game as quickly as possible. To show that they do not tolerate hacking and cheating. I myself saw someone hacking tonite while playing and as much as i love this game, i personally will leave if nothing is done about cheaters. I remember cheaters having a field day back in Archage when it released and look where that game is today, most of the legit player base left.

myself I've encountered a lot of these kind of players the last 6 hours... one even took 4 skulls and 1 chest in only one hand, then died and took all loot with him?
