As mentioned, unfortunately you're unable to gift pre-order games through the MS Store at the moment.
Today’s version of gifting does not include Xbox 360 backward compatible and Xbox original games, pre-orders, “free” products, consumable DLC (e.g. virtual currency), or PC games (other than a few, select XPA titles). Gifting is not currently enabled for other categories such as PC apps, movies & TV or eBooks, but we hope to have more to share on expanding supported types of ‘giftable’ Microsoft Store content, soon.

Hey have you tried Amazon? They give you a code that your friend could then redeem and it links it to his Microsoft account. I did this when buying a copy for each of my family members. I bought the Digital xbox version and you can then play it on pc and xbox. Not sure if that helps you any but a suggestion. Cheers!
Just tried to gift the game and the option isn't there even after release. Doesn't even give me the option to buy with discount from my Games Pass subscription. Looked at other Games Pass games (e.g. Portal Knights) and they have both options available.
Perhaps it's store listing bug?
