Looks as if the Hunter's Call rewards won't be getting new additions this season beyond the Inaugural Sails. I understand why the other Emisasary sets haven't been updated since around S12 (as they were finished), though it seems quite a shame not to give the Hunters their own set now that they finally have the flag for it. Hooping this will come in a future season?

Eh, no, not how the Ledger rewards work. New rewards are added once each Season (until they run out). Previous positions don't give rights to the future rewards.
For people who are behind they can/could "catch up" as there are most of the time 3 times you can reach the top tier.Besides, I doubt they'll release rewards for "previous months or seasons", they probably release one set each Season until they have the same number of rewards as GH, OoS &c.
