If they're cheating they probbaly also have either a way to level up using cheats or have another way to level up one or more alt accounts quickly. The only people negatively affected by it would be new(er) players.

This would be absolutely terrible for anyone new players coming to the game.

All this would do is punish & chase away new players, if they don't want to deal with the utter draconian 30% punishment on Safer Seas.Cheaters would just cheat their way to a rapid level 40, then cheat on High Seas.
