Lair of LeChuck - Herman Notes won't unlock

I've gone back and forth between these 10 notes several times, even going as far as to make a tally count to make sure I've read all 10. I have, but the commendation is stuck at 9/10 notes. I heard this tall tale had several issues for the last 3 commendations not unlocking, but this is new when I'm trying to look it up.
