The rng on Athena items on Ashen Athena quests is completely screwed.
2 full Ashen Athenas didn't even get me a grade 5 emissary flag. The second quest only gave 3 Athena items besides the Chest of Legends. One piece in each riddle chest and one under an X.
That's 7 Xs and 8 skeleton captains dropping useless loot.
Fix this NOW.

All athena voyage loot should be athena
they have cups and crates that aren't a big deal, use them as the filler items rather than mixed loot that many don't care about
an athena voyage should be a 5 flag
it's risky, it takes time, it's better for loot circulation and the environment.
That's the problem with older content, the risk went up and up and the value didn't remain competitive.
Nobody wants to spend a bunch of time for forgettable loot in the current risk situation, it's not rewarding and it doesn't help with production consistently.
I don't mind the slower progression on the emissary (but not as bad as you described), but it feels like an insult sailing across half map and not getting a single Athena item from for example 4 skelly captains.
Just raise the bloody levels to 75 like every other faction ,or matter of fact make it 150 being the 'end game faction'
Digging up marauders and getting disgraced skulls is not how I imagined being this 'legendary pirate'
Also nobody minds slower progression, but making it tedious and boring on purpose just sucks the fun out of it.
I really do not see myself ever doing A thieves heaven run, or regular athenas (maybe Ashen one if the server is busy and I happen to spawn next to devils roar while playing solo) So for another 16 levels of Athenas it will be just Belle and Sudds
P.S ''The quest you're about to embark on isn't about gold or even glory....'' - Yeah keep telling that to yourself Pirate Lord who hangs out in some run down, busted ship with bunch of drunkard pirates. (I am obviously joking, but it is about glory (Athenas rep) and gold) :D
Veil Voyages have rendered the regular/ashen voyages completely obsolete - you get far more Athena loot and a guaranteed grade 5 flag. The only reason to do the others is purely for commendations.
A number of old voyages could do with a rework, not just the Athena ones. Who does a gold stash when you can do a vault? Who does animal runs when you can do a sunken ship voyage? Skull forts could do with a rework/buff too but i'm going off topic........
