do we still have access to the Black Market?

the answer to this might be somewhere but I cannot seem to find it in the forums (just really old threads.) Is the Black Market returning? relocated and I am just oblivious to its location? I just have a lot of doubloons burning a hole in my pantaloons and I would do a black market shopping spree.
