I can hear my teammates, but can't hear other players. In the settings, I chose that I can hear other pirates from other teams, but this did not help

There is also the possibility that within your Xbox Live account, you have some additional restrictions on who you can hear and such.
Do you know how to find out?I am not at able to browse the Xbox or PC settings at the moment, but one place you can check is the Xbox Account Privacy Settings.
Log in, and see what you have set for the following...
- You can communicate outside of Xbox Live with voice & text.
- Others can communicate with voice, text, or invites.

Also make sure it isn't because your friends are on PC and you're on Xbox.
The way it was last time I tested, the xbox party makes you leave game proximity voice chat.
But on computers, xbox party/discord/etc all don't take you out of the game proximity voice chat.So a friend on PC could hear them in game still if you couldn't on xbox.
