Is there any way to disable tutorials? I don't need to learn how to fish every time I use a rod, or get a message that my boat is broken and I should repair it every time I play, etc.

Whilst there isn't, you should only see each prompt 3 times each and then never again...

Really? I've had some never happen and others happen more than 3 times I am pretty sure...
