Is there a way to change servers on Xbox? Or see the server population? If not, it's a bit unfair that PC players have these added privileges and Xbox users do not

Leave the game, start a new game. Everyone can do this.

It's also slow on PC if you don't have an SSD.
Both Xbox and PC have the option to add an SSD to their chosen device. Do this, and server hopping will be quicker for you.Neither server hopping nor SSD's are specific to PC's.

They server hop and everytime you disconnect and join a new game you are put into a different server.
They aren't doing it solo, their whole crew is doing it. So you have 4 people leaving and rejoining till they see someone doing the FoTD.
Its not something exclusive to PC so the fact that you automatically believe its something that its some magically power PC has speaks a lot about how the community looks at PC. Even on random posts they find ways to somehow make up magic PC abilities.
SIDE NOTE The reason why they do it even with long load times is because its more fun to fight someone at the FoTD then wait for someone to show up. Its less time to look for someone doing it then it is to activate it. So even with long load times they are actually doing the faster solution.

@inboundbomb what if I wanted to create an alliance with a friend? How would we get our ships together on a server?

@Xultanis-Dragon is right. You sail around and find a ship and ask them. They invite you or your friend to their ship. Now you have two ships. You only get to select one of those ships so you may have a sloop to go with your galleon. But now your group rose from 4 to 6 in numbers. Can not change servers together though.@uribedh exactly what @Xultanis-Dragon and @D-Jaguar said. Bribe them with a little loot. Many ways to go about this.

Tell that to the guy winning pubg with his mouth or killing players with his mouth. Honestly. This game is so much better off then the other FPS games. If there was headshots, or limb and torse damage, then yeah I would completely agree, but with the way the game was created, I'm sorry. Just no. I'm not the one in denial, you guys are overblowing a small difference.
