Bring back "A legendary quest for black powder"

I know this might be SLIGHTLY controversial considering how powerful black powder kegs are in regards to sneak attacks, but at the same time it was the High Risk/High Reward quest i actually enjoyed grabbing to run for the Merchants Alliance back before its removal in season 11, nothing says "I'm not afraid to ram your ship" like a stack of kegs on the very front of the bow, and they carry a LOT of value for the merchant alliance reputation outside of the forgotten voyages
