It could be some sort of metaphorical cloud like jealousy or anger that cloud judgement.'H' has four sets of numbers:
4, 10, 3, 1
6, 2, 10, 8
4, 2, 7, 10, 11
2, 9, 6, 10, 11, 7
People have pointed out that these are the number of coins along the perimeters of the notes. Someone else pointed out these numbers make a straight line from A-1 to K-11 on the map. I'm still trying to figure out exactly what we need to do with these numbers.
@lucky11 I put BVUNDNBUBNYWINASHWY in the Longest Word on Dcode and got something like WASHHANDBASINS.

@lucky11 they would have to make a straight line if you use A=1, B=2... because you are essentially using the same coordinate for X and Y. I do not believe the line is relevant

Assuming this is Rare and not Bristol's maintenance/utility board (Or England's version of that), It does look like it could be Pigpen or something similar to Pigpen. Great find!
