CHUM in the Water

I hear Alot of Salty Pirates complain about not finding the Meg, or wanting to Summon a Meg for a Fight to finish an achievement, so why not allow players to Catch several fish, and Chop them into Barrels of Chum to then throw into deep waters to Summon a Random Meg? this would then allow players to finish achievements, get an instant bit of Challenge or Excitement, and for the Smart players would allow them to sneak onto other peoples boats and summon the Meg to Sabotage other Crews lol..
