I saw the journal in the tavern and heard the cutscene, but that's it.
I've seen other players, have the journal in their inventory after that.
Why don't I?
Once you've voted for the Shroudbreaker Tall Tale beside the Mysterious Stranger, you should have a journal in your voyage inventory. If you do not you should open a Support Ticket.
