Its a bounty for the Souls faction. Basically ya go to the island on it and fight a few waves of skeletons until Both Barrels Barrett Appears, kill him and then turn in his skull at an outpost for gold.

Warning he's a gold clad one it looks like, so immune to sword strikes and can take a lot of hits. Recommend Blunderbussin' :)

Tis a quest he hearty. Head to yon island, kill some skellywags and a captain skellywag, collect the skull he drops, and take yon treasure to an outpost to sell to the order of souls
