As it stands, the only captains that count towards this commendation are the ones for bounty quests. Whether it is an emergent captain roaming an island or the penultimate wave of a particular fort, any skeleton with "captain" in its name should count towards this commendation.
Including these organic encounters would make the commendation feel more rewarding through regular gameplay, reduce the grind of voyage farming, and give players more reason to explore islands they might otherwise skip. It would be a small change with a big impact on engagement and variety.
If not then the commendation description should be changed to "complete 334 skeleton captain bounty voyages"
